Pro: Yes. A study from the UK, the United States, Canada and Australia has shown that smokers using e-cigarettes are more likely to reduce their consumption of tobacco.

Contra: It remains unclear whether those smokers who have participated in studies so far have not brought a greater willingness to reduce their consumption. The number of alleged smoked cigarettes in an earlier survey of the Cochrane Collaboration is based on self-report. Their meaningfulness is regarded as low. Although 67 percent of respondents say they have tried e-cigarettes to smoke less or give up completely, only 21 percent say they have actually reduced their consumption.

Pro: It is unclear whether nicotine vapor subsequently leads to tobacco smoking.
